In a world of androids and aliens. Something like The City was bound to happen. A bit of self aware machinery few from the sky one spring day. It fell onto a major city center. From there the bit of machinery attempted to repair itself.
It grew.
Absorbing the old city, the old citizens, it became something completely new. It quickly grew out of control, and soon the superheroes came. The battle raged inconclusively until wiser heads prevailed. A discussion was had. The City was upset, it had no idea it had done something wrong. Profoundly sorry it entered into negotiations with the government. In the end a peaceful settlement was reached. The City released the citizens it had altered, though oddly some elected to stay part of The City. The City promised to stay within a three mile circle.
Now a days you could hardly tell the City from any other thriving metropolis. The streets are always clean, and there are never pot holes, but who notices things like that? No, the City only really shows its true self when someone unwisely tries to menace the people of the City. Then the City Fathers are allowed to take what steps necessary for peace. Super strong, nearly invulnerable, and patched into the city's main frame consciousness; they are capable of handling nearly any threat.
